This position is for a project with a European Union Agency based in Warsaw.We are looking for a Consultant with strong expertise in Business Analysis and Enterprise Architecture, combined with a proven track record in the Security, Law Enforcement, or Defence domains.The consultant will support the development of architecture frameworks, manage the product roadmap, and lead the migration of legacy systems to new solutions. The role requires translating complex business, user, and technical needs into actionable business requirements and ensuring alignment with enterprise-wide standards.Responsibilities

Support the setup of architecture frameworks and manage the product roadmap.
Drive migration of data and applications from legacy systems to modern platforms.
Translate business, user, and technical needs into business requirement specifications.
Act as Project Manager, Business Analyst, Functional Architect, Product Owner, or Senior Analyst in the fields of Intelligence/Law Enforcement/Security/Defence.
Contribute to the development of business architecture models aligning strategic objectives with operational frameworks.
Manage product backlogs, prioritization, and delivery in agile environments.
Analyse EU legal frameworks and transform them into business process and data models.
Ensure compliance with enterprise architecture methodologies (e.g., TOGAF).

RequirementsEducation:

Bachelor’s degree with equivalent professional experience, or Master’s degree (MBA/MSc).

Certification (at least one is mandatory):

PRINCE2, PMI, PM2, or equivalent project management certification,
OR Change Management certification,
OR IALEIA Basic Analyst Classification,
OR Police/Military/Security studies,
OR Criminal Intelligence Certified Analyst.

Experience:

At least 5 years of consultancy experience in Intelligence, Law Enforcement, Security, or Defence.
Hands-on experience in business analysis and enterprise architecture.
Practical knowledge of the software development lifecycle, particularly in the context of the Product Owner role.
English: minimum C1 level (verbal and written).

Nice to have:

Experience in developing business architecture models for aligning strategy with operations.
Proven experience as a Product Owner in agile environments.
Proficiency in modelling business processes and data in security-critical domains.
TOGAF certification or equivalent EA methodology expertise.
Ability to define business capabilities in multi-classification security environments.

Offer

Rate: 300/MD net + VAT (via B2B contract with Shimi)
Workload: Full-time, approx. 14 months with possible extension
Location: Full remote
Contract: Long-term cooperation with EU institution
